Leaders of American Association of State Highway and Transportation Officials to retire after pushing group toward advocacy. After more than a decade leading one of Washington, D.C.s most influential transportation policy groups, two top executives at the American Association of State Highway and Transportation Officials will retire on Feb. 1, 2013. Executive Director John Horsley is leaving the $49 million-revenue group. He has been its leader since 1999.
